In Linux I believe that most of them target FUSE and are especially popular for slightly oddball filesystems that aren't specifically about providing an abstraction of a block device as fast as possible: lots of layered/overlay file systems, abstractions to allow various archive formats and network resources to be interacted with as though they were normal filesystems(including some slightly joke stuff like putting a filesystem abstraction on top of a gmail account via specially crafted email and the like). That said, I have zero actual experience writing kernel modules and I don't know much about how FUSE works, so it's possible that that presents part of the roadblock as well (you'd be trying to import code designed to work with a userspace file system layer that won't exist in the kernel), but surely the actual NTFS parts of the code should still be usable? My understanding is that various system calls are made differently (i.e- directly, rather than with context switching) but it's never made sense to me why there couldn't just be some layer during compilation that could allow building with direct calls (to build as a kernel module) versus switching calls (to build for userspace).

This is a question I've often wondered as well. I guess others have looked at it, at how it's integration with FUSE afters it's overall structure, and decided that it's too much effort required. No idea, but if there's already the in-kernel NTFS driver, and ntfs-3g is more conformant and reliable, then that does sound like a logical approach. Genuine question - how difficult would it be to port ntfs-3g to kernel space?
